Changsha county, including the Changsha Economic and Technological Development Zone, had 115,100 registered commercial entities as of Dec 27, 2018, about half of which engage in wholesale or retail.

The figure increased by nearly 80,000 from 35,300 in 2013, before the rollout of commercial reforms, according to official statistics. A growth rate of 30 percent was maintained during the 2013-2017 period.

Among the county's many business entities, more than 5,000 manufacturing companies are engaged in automobile and machinery manufacturing, a pillar industry of Changsha county.

After a spurt of rapid growth, the Huanghua Comprehensive Bonded Zone now has more than 200 registered companies just one year after it was formally established.

Changsha county has taken a number of measures to facilitate business registration, with a lot of effort put into easing procedures and increasing efficiency.

In August 2018, the county promised that it would take only two working days to open a company, faster than average in Hunan province.

A month later, all procedures were completed in just half an hour, thanks to a new one-stop online application platform. It is piloting effort approved by the State Administration for Market Regulation and has made full use of information technology and shared data.

The Three-Year Action Plan for Optimizing the Business Environment in Changsha County (2018-2020) released last year has led to higher efficiency in business examination and approval and other government services. It has also helped reduce the burden on businesses in various ways, according to an official.
